On November 14, 2024, the Canadian federal government announced enhancements to the Apartment Construction Loan Program (ACLP), which significantly expanded the funding options available for student housing that institutions and developers can access.

These changes facilitate the creation of more affordable, purpose-built student housing close to campuses, easing pressure on rental markets in university/college towns.     • The program is extended from 2027–28 to 2031–32, ensuring long-term availability of low-interest loans for student housing developments.
  3. Removal of Minimum Accessibility and Energy Efficiency Requirements:
    • Developers are no longer constrained by minimum thresholds for accessibility and energy efficiency, although stronger commitments to rental supply and social outcomes are encouraged. This flexibility reduces development costs and barriers for student housing projects.
  4. Frequent Builder Framework Benefits:
    • Developers with proven experience, particularly those constructing student housing, may qualify as Frequent Builders, gaining access to expedited application processing, priority resource allocation, and multi-year funding predictability. This allows experienced housing providers to scale up student housing faster.
  5. Low-Interest Loans and Large-Scale Support:
    • The ACLP continues to offer fully repayable low-interest loans, making it financially viable to undertake large-scale student housing developments. This ensures that institutions and private developers can plan and execute projects without prohibitive upfront costs.
