In 2021, San José -Evergreen Community College District (SJECCD) retained Scion Advisory Services to conduct a Market and Demand Analysis Study for Evergreen Valley College and San José City College students, faculty, and staff. The Study included engagement with key stakeholders from the District and each of the Colleges, as well as students, through focus groups and individual and group interviews. Qualitative data gleaned from these meetings, with In-depth research on current market conditions and a peer institutions review, helped to inform surveys that were administered to students, faculty, and staff. After the analyses confirmed that there is significant demand for campus housing, Scion created financial models to show that housing at both campuses is financially feasible as an SB169-funded project, a project using a public-private partnership (P3), or a combination of the two.
After presenting the findings to the District and College leadership, the District retained Scion to prepare the SB169 construction grant application for the next round of funding, as well as procurement of a development partner, negotiation of development agreements and closing documents, and to represent the District through construction and acceptance. This work entails coordinating with the District’s chosen architecture firm, HPI, CEQA consultants, and others involved in the planning and implementation of the project(s). This phase is focused on student housing at the Evergreen Valley College campus and plans subsequent phases of development for student housing at San José City College and workforce housing at one or both Colleges. District and College leadership changes, as well as the elimination of SB169 funding, slowed progress, but the College and District are continuing to evaluate their options.
